Horrible Service Experince

I went to this all-you-can-eat hot pot restaurant for dinner on Dec 15th, 2012. Since most all you can eat restaurants will charge for wasting food, so we placed 3-4 orders. However, when we got our bill, there is a 12% gratuity on top of the total amount.As our experience, gratuity is normally only added to the bill when there is a larger group of people. And more importantly, it should be notified to the customer before the dinner or on the menu. So we asked the waitress, her first answer was "You guys don't need to pay tips then". We then said"no, we need an explanation on that". Then she went to the kitchen and come back, THREW a menu to us and speak rudely"you guys look at the menu yourself, it's because you ordered too many times". Then we looked at the menu, it says “wasting food will be charged 15%, and ordering too many times will be charged 12%”, if 3 times is too many, it means we have to make sure we order the food only once and it has to be the right amount of food we will eventually have. In additional, we find out the amounts of gratuity and HST are different even though they are both 12% because the restaurant included gratuity when calculating HST. But when we tried to ask that, the waitress was like “Come on, it is only dozens of cents, you guys so cheap? it's the problem in the computer you guys can't blame me”.When we tried to take picture of the bill, she took away the bill and then gave us another bill without gratuity and said "took it off now, you guys pay the tips then". We were like"We are not going to pay the tips for that kind of service". Her reply was "What, you guys not going to pay tips, which restaurant you went that does not need to pay tips?" We were like "Tips is based on the service, for this kind of service, of course we do not need to pay tips"Finally, we decide to ask to talk with the manager/owner, then the answer we got was "MY MANAGER DOES NOT WANT TO COME OUT". I have to say, I would never expect this kind of service ever exists in North America.
